PPA ready for simultaneous poll

ITANAGAR, Jan 7: People’s Party of Arunachal (PPA) president Nikh Kamin urged the party rank and file to work extra and be prepared for simultaneous polls.

Coming down heavily on the Congress for its alleged ‘mis-governance, financial bankruptcy, lawlessness and anarchy’, the PPA president stated that both the high command based parties like Congress and the BJP neither have Arunachal specific vision plan nor do they have a consensus CM candidate like the PPA.

“What they have in common is a stereotype and outdated set of ideas manufactured by high command in Delhi and their so called party ideologues,” asserted the PPA president.

Kamin further stated that the Aam Aadmi like party manifesto of PPA and its unique election code of conduct will definitely impress the electorates.

 

Stop commission system: AACWA

ITANAGAR, Jan 7: All Arunachal Contractors Welfare Association (AACWA) in a release claimed that prevailing commission system to get work in almost all departments has been the main reason for inordinate delay, sub-standard quality in work and failure of many projects/schemes.

Expressing grave concern over involvement of high rate percentage pay as commission to get work in the state, AACWA general secretary Nabam Akin Hina alleged that contractors have to pay advance commission to concern ministers and officers for getting works even in competitive bidding. The contractors have to pay advance commission for bills also, the AACWA general secretary alleged and demanded that the system of paying commission should be stopped immediately.

AACWA also urged all executing agencies to execute all works under SPA, TFC, NLCPR, RIDF and CAMPA by inviting open NIT/EoI/quotation at all local dailies while fulfilling CPWD manuals.

 

Relief sought

ITANAGAR, Jan 7: The Changlang district unit of All Arunachal Sarva Shiksha Abhiyan Teacher’s Association has provided some relief and assistance to one Chompu Jugli of New Rangran village under Khimyang circle of Changlang, whose dwelling house was reduced to ashes along with properties in a fire incident on December 24 last.

The AASSTA unit also appealed to the Changlang district administration and leaders to extend their helping hands to the victims for their quick rehabilitation.

ITANAGAR, Jan 7: The authorities of Down Town Hospital Ltd, Guwahati will organize a free day-long  consultation for liver and heart related problems at Arunachal State Hospital, Naharlagun on January 9. ECDS for early formation of Lokayukta

ITANAGAR, Jan 7: Education and Cultural Development society (ECDS) has stressed the need for immediate appointment/ constitution of Lokayukta in Arunachal Pradesh to redress people’s grievances and check corruption.

ECDS also expressed concern over non-functioning of several ATM booths in Capital Complex causing problems to common people. It urged bank authorities to install security guards at all ATM booths and keep them open round-the-clock for public convenience.

 

APPDSSU writes to CEO

ITANAGAR, Jan 7: Reiterating its allegation against the Electoral Roll Officer (ERO) for illegality in the electoral roll revision in Pakke Kessang constituency, The All Pakke-Kessang Pijeriang Dissing-Passo Seijosa Students’ Union (APPDSSU) has urged Chief Electoral Officer (CEO) for cancellation of its publication.

In its letter submitted to the CEO, Nirvachan Bhawan also seeking action against the ERO, it stated, so many people enrolled in the list are bogus voters, some of whom do not exist while some are dead. Many of them are also double voters while others are underage.

 

ABSU conducts science popularities campaign

ITANAGAR, Jan 7: The All Bori Students’ Union (ABSU) on December 27 conducted Science Popularities Campaign Programme at Banggo (Dere), Payum in West Siang district.

More than 200 people including the PRI leaders, Gaon Burah, villagers and students participated in the programme which was aimed at letting people know about the importance of science in our daily life and scope relating to the branch.

During the programme, general secretary Tamer Tachung distributed pen and notebooks to all the participants.

 

RGU congratulates Dr. Nani Bath for a rare academic achievement

ITANAGAR, Jan 7: Vice-Chancellor of Rajiv Gandhi University (RGU) Prof. Tamo Mibang has congratulated Dr. Nani Bath, Associate Professor, who is also the Head of the Department of Political Science of RGU for being awarded the prestigious Indian Political Science Association (IPSA) National Young Scientist Award-2013 recently.

The VC praised Dr Bath's rare academic achievement which is worth emulating and thanked the IPSA for aptly recognizing a young talent from this remote state.

2 arrested, Rs 23 lakh recovered in Nirjuli ATM robbery case

ITANAGAR, Jan 7: In a major breakthrough, the City Police yesterday arrested two persons from Itanagar and Nirjuli in connection with December 20 Nirjuli SBI ATM robbery case and recovered Rs 23, 27,500 along with mobiles and the car used in robbery from their possession.

On December 20 last the miscreants robbed off cash amount of Rs.66 lakhs at gun point while the staff of the Bank arrived at ATM booth located near NERIST gate for replenishment. A case vide NLG/PS/Case No. 165/13 U/S 392 IPC R/W Section 25(1A)(1B)/27 Arms Act has been registered and investigation was launched to nab the miscreants.

A team of city police comprising SDPO Itanagar J. Basar, SI T. Habung, SI T. Loya, SI Duto Bagra and SI G. Basar led by additional SP Dipankar Mishra has arrested two persons, namely, Byabang Punung (26) of village Radang and Ngurang Ajab(25) of village Tagum, both  under Sangram police station, Kurung Kumey, from Itanagar and Nirjuli respectively on January 6 in connection with Nirjuli SBI ATM Robbery case. The police  team also recovered Rs 23, 27,500 in total along with five number of mobile handsets, six number of Sim Cards and one i20 Car used for committing the crime from their possession, informed Capital SP Seju P. Kuruvilla in a release today.

The arrestees have been produced before the Court and remanded to police custody for further interrogation. The arrested persons Byabang Punung is a part-time contractor and also the President of Arunachal Unemployed Youth Federation, while Ngurang Ajab is working as security guard at NERIST on temporary basis, the SP further informed.  Manhunt is on to nab other absconding persons and to recover the rest of the looted cash, the release added.

 

 

7 lakh looted from Yachuli rural bank

YACHULI, Jan 7: Just a day after the arrest of two persons in connection with the Nirjuli ATM robbery case, another bank robbery at Yachuli landed the state police in a awkward situation.

According to sources, armed miscreants looted around Rs 7 lakh from Arunachal Pradesh Rural Bank Yachuli branch, Lower Subansiri district today.

Three unidentified miscreants armed with  dao and pistol entered the Bank branch at around 12.55 pm. They physically assaulted a customer and locked the staff in a room before looting the money, sources said.  

Meanwhile, local MLA Likha Saaya rushed to the spot and condemned the incident.  He reprimanded the bank management as there were no security guards and also directed the police to solve the case as soon as possible.

It is worth mentioning here that a group of three miscreants armed with small firearms and lethal weapons had also looted Rs 28 lakh at gun point from rural bank branch located near Ramakrishna Mission Hospital, Itanagar on December 5 last. Police, however, arrested two accused on December 18 and 19 last and recovered an amount of Rs. 6,43,000.

 

 

Arunachal bag 18 medals in National School Games

ITANAGAR, Jan 7: Arunachal Pradesh bagged a total of 18 medals, including two gold, six silver and 10 bronze medals in the 59th National School Games which will be concluded in New Delhi tomorrow.

Karatekas contributed highest 14 medals including one gold, six silver and seven bronze medals while Judokas contributed one gold and two bronze. Boxing team won one bronze.

Ngongchen Hodong of Sangey Lhaden Sports Academy (SLSA) won the lone gold medal in Karate in boys under 17 year category. Bulang David, SLSA, Banenso Towsik, GHSS, Tezu and Simonso Sinya of GHSS, Hayuliang won a silver medal each in boys under 17 years category. Samanta Das from GHSS, Tezu won a silver medal in boys under 19 year category.

Minam Tekseng and Johny Mangkiya won a silver medal each in individual kumite in girls under 19 years category.

Teshi Taram, GHSS, Arunadaya, Itanagar, Bangram Tungi, GHSS, Itanagar, Sadan Yun, GHSS, Tezu won a bronze medal each in boys under 19 year category.

Goda Asha and Tap Mania won a bronze medal each in girls under 17 years category while Juna Dada and Kambung Wangsa bagged a bronze medal each in girls under 19 year category, informed team manager Tagiu Tachu and coach Tagri Raju.

Anjali Sagro won the second gold medal for the state in Judo in junior 48kg category. Yari Maying and Pomkap Techi won a bronze medal each in junior 57kg and 40kg category respectively, coach Yum Pangkhu told The Arunachal Times over telephone from New Delhi today evening.

The lone medal in Boxing was won by Teba Lomri in junior under 17 year (48kg-50kg) category, informed coach Teli Kahi.

The closing ceremony will be held tomorrow.

 

 

Meeting on resource mobilization held in Tezu

TEZU, Jan 7: The Arunachal Pradesh State Finance Commission (APSFC) hold a meeting with the PRI members of four districts, viz., Lohit, Anjaw, Lower Dibang Valley and Dibang Valley at the Conference Hall of Deputy Commissioner here today.

The Chairman State Finance Commission Fantry Mein Jaiswal, Secretary State Finance Commission Dani Sulu, Deputy Commissioner Rajeev Takuk, District Panchayat Development Officer M K Deori, elected PRI leaders were present in the meeting.

Chairman APSFC informed the members about the various Panchayat developments in the state and she also enlightened the members on the 29th subjects of devolution to the Panchayat by the state.

She told the members that the state government is interested in making the State PRI an institution which is financially strong and independent and which is able to fund its own developmental activities at local level by mobilizing local resources. This is the sole intention and purpose of the meeting, she informed.

By taking examples of successful states like Kerala, she said that the state Government also desires that the PRI in Arunachal Pradesh should also be able to create its own success story.

Dani Sulu informed the house that the suggestions and ideas of the PRI members will be noted down and recommended to the Government for further approval and course of action which will come into effect from 1st April 2015 to 31st March 2021.

The main objective of this Commission is to recommend to the Government to make the PRI financially strong and independent. Conduct of this kind of meeting enables us to gather ideas from each and every one of you all, he said. This will also help us to reach to you all on a personal level to understand and know the ground as well as scope for generation of resources at local level.

All the PRI members expressed their satisfaction over the conduct of the meeting. They said that in some districts like Dibang Valley, it is not possible to be financially independent or collect taxes at local level because of its geographical and topographical location.

All of the PRI members however, requested that the taxes be collected department-wise and share some amount to the Panchayat department on share basis.

The Commission noted down all the points and assured that all the suggestions and problems will be recommended and brought to the notice of the Government. DIPRO

 

 

Corruption issue to find place in BJP’s poll manifesto

ITANAGAR, Jan 7: The Arunachal Pradesh unit of Bharatiya Janata Party (BJP) in a meeting today decided to highlight the major corruptions and scams allegedly of the state government in the party’s manifesto for the ensuing elections.

Some of the scams and corruptions to be highlighted in the party’s election manifesto are multi-crore PDS scam, hydro power scam, alleged misappropriation of SPA, TFC and ALA funds and other national flagship schemes etc, according to a state BJP release.

Addressing the meeting, party state president Tai Tagak called upon the party leaders and workers to work hard in dedication and sincerity with discipline for further strengthening the party organization in Arunachal Pradesh.

National general secretary Tapir Gao asked the district presidents to constitute booth level committee and booth level agency of each polling station at the earliest.

The meeting also reviewed the organizational status of district, mandal, booth level committees, frontal wings and various morchas.

Besides the state office bearers the meeting attended by the party’s district presidents and central election campaign sub-committee members.

 

 

National consultation on Brahmaputra-Salween Landscape held

ITANAGAR, Jan 7: A national consultation on delineation of boundary and preparation of feasibility document on Brahmaputra-Salween Landscape (BSL) -India was convened by GB Pant Institute of Himalayan Environment and Development, North East unit, Itanagar here recently.

Inaugurating the programme, Chief Secretary Dr. H.K. Paliwal appreciated the efforts of the GB Pant Institute and ICIMOD for this proposed trans-boundary conservation initiative. A well designed strategy would boost to the conservation initiatives simultaneously promoting to the process of development, he remarked. He also observed that there is a necessity to reorient afforestation programme and stressed upon sound inventorization of biological diversity which would help in assessing vulnerability of medicinal and aromatic plants, their conservation and use without over exploiting them.

Principal Chief Conservator of Forest (WL&BD) Omkar Singh observed that the proposed trans-boundary initiative is very appropriate with potential to enhance regional cooperation in conservation efforts.

Dr. P K Samal, Scientist Incharge of the Institute informed that the Brahmaputra-Salween Landscape (BSL) is one of the most intact and rich trans-boundary biodiversity landscapes of the Eastern Himalayas shared by three countries - China, India and Myanmar. It is also the meeting ground of three global biodiversity hotspots, namely Himalaya, Indo-Burma and Mountains of Southwest China, he said. The landscape has a cluster of eight important protected areas including the Namdapha National Park and Tiger Reserve in Arunachal Pradesh. The Brahmaputra-Salween Landscape (BSL) and the rich biodiversity therein are facing numerous conservation and development challenges. To address some of these issues, he said that, the Brahmaputra Salween Landscape Conservation and Development Initiative (BSLCDI) is being launched by International Center for Integrated Mountain Development (ICIMOD) for which GBPIHED has been identified by Govt. of India as the focal institute in lndia.

The participants to the consultation included administrators and subject experts from diverse organizations across the country such as WII, IIRS, BSI, ZSI, RFRI, Rajiv Gandhi University, NEHU, Nagaland University, NERIST, Tata Institute of Social Science, State Institutions like SFRI, SIRD,  International organizations like ICIMOD, IFAD, WWF-India and various line departments of Govt. of Arunachal Pradesh like Environment & Forests, and Horticulture.

A number of technical sessions were held that reviewed extent of available knowledge base on socioeconomic status, existing biodiversity management and development practices, existing policies, ecosystems and cultural diversity of the landscape and factors affecting the landscape including the drivers of change. The participants also deliberated on issues, challenges, opportunities and priority interventions for conservation of biodiversity and address the poverty through conservation linked development strategies in BSL-India.

Other issues like delineation of the boundary for the BSL from India's perspective and possible participation and contribution of expert institutions/personnel for conservation and development initiative of BSL-India in the umbrella programme BSLCDI were also discussed.

Dr. GS Rawat, Chief Scientist, Ecosystem Services, ICIMOD apprised the participants about diverse ‘Trans-boundary Landscape’ programmes of ICIMOD.

Dr RS Rawal, Scientist, GBPIHED shared his experience of Kailash Sacred Landscape initiative.

Dr. Yogesh, Addl. PCCF apart from sharing his views on conservation initiatives of the state also chaired a technical session.

The BSLCDI programme, one initiated would address to the conservation and sustainable use of natural resources (biodiversity, rangelands, farming systems, forests, wetlands and watersheds) in the landscape defined by ecosystems rather than administrative boundaries, including sustainable management of natural and cultural heritage.

 

 

UD & Housing dept seeks cooperation in DUDA project implementation

ITANAGAR, Jan 7: Chief Engineer and Director of UD and Housing Taba Tedir sought cooperation of the district administration for implementation of various projects under DUDA, including the road project for improvement of road network at Anini.

During a meeting with Lower Dibang Valley Deputy Commissioner (In-charge) Bopai Puroik, EAC, deputy director, UPO and AUPO department of UD & Housing at Anini yesterday, Tedir informed the progress of various on-going projects/schemes in the district, like JNV School building and its approach road, division and sub-division office building and township drain work. The Chief Engineer also highlighted some upcoming projects and already sanctioned project like improvement of road network at Anini, burial cum cremation ground, mini secretariat building and sought the district administration’s co-operation in checking land encroachment, to find required land for the projects and to maintain Right of Way for implementation of the road project.

The CE categorically informed that since the road project is a welfare project there is no provision of compensation for acquiring Right of Way. He requested the DC in-charge to look into the matter and to come out with the possible solution so that the project can start at the earliest. He also sought the District Administration’s co-operation in maintaining law and order during the implementation of the projects.

The Chief Engineer also briefed the i/c DC about the various welfare scheme’s under DUDA such as SJSRY,RAJIV AWAS YOJANA and National Urban Renewable Mission. He explained how the schemes will benefit the urban poor. He requested the i/c DC to identify slumd wellers at Anini to avail the scheme.

Meanwhile he directed the deputy director to make the people aware about the various schemes under the department so that people can avail the benefit from the schemes.

While highlighting the importance of maintaining proper sanitation at Anini town, he requested the  DC to find permanent site for dumping garbage, as department is facing problem in dumping the already filled CC dustbin due to non-availability of permanent dumping site.

The DC incharge assured co-operation from the district administration in implementing the various project and schemes and also find necessary dumping ground at the earliest.

 

 

BSNL assures MP of better service

Itanagar, Jan 7: The constant problem of BSNL service in  Arunachal Pradesh especially in Western Arunachal would be a thing of the past if the hour long discussion between the BSNL authority and Lok Sabha MP (West) Takam Sanjoy here this morning bears fruit.

Under the mobile plan project of 2014-15 (phase 7), most of the Base Transceiver Stations (BTS) and Digital Satellite Phone Terminal (DSPT) would be operationalised. BTS at Mengio, Nyimte (Meb), Sarli, Kheel (Toru) the towers of which were erected long back would be activated soon with  proper equipments for which purchase orders had already been placed to its headquarter office.

Also, this month the concern subdivisional telecom officer would conduct a ‘roadshow’ in faraway places starting from Monigong and Tato wherein the mobile connection would be given after minor formalities.      

Sanjoy, who recently made a whirlwind tour of his constituency, placed the grievances on ‘erratic’ BSNL service to the BSNL officials —  Deputy General Manager Arung Siram and Additional General Manager Venugopal at Itanagar this morning.

The officials also assured to provide satellite phones to hundreds of census villages under this phase. The meeting also dwelt on the ways to improve connectivity at Chayangtajo and Bameng, to cover Yangte from a tower at Meer and proper network connection at Parsi-Parlo.

On a request from the officials to impress upon the authority  for 100% percent subsidy on spectrum charges that annually comes to rupees 15-20 lakhs,  per annum, Sanjoy said he would take up the matter to the Union Ministry of Telecommunication citing the strategic location of the state.

On being told about the possible damage of optical fibre cable during the ongoing Trans-Arunachal Highway project execution in Arunachal Pradesh, Sanjoy said he would take up the matter with the authorities to have a provision for a cable-duct to ensure safety.

 

 

Si-Donyi celebrated with pomp and gaiety in Upper Subansiri

DAPORIJO, Jan 7: Si-Donyi festival was celebrated in Daporijo, Dumporijo, Taliha, Nacho  and other parts of Upper Subansiri district with traditional fervor. The week-long festival which came to an end on January six was celebrated by Tagin community in a grand manner at Daporijo. Clad with  traditional attire thousands of people from Tagin community thronged to the  festival ground and participated in the celebration. The festival was witnessed and participated not only by the people from Tagin community but also people from different tribes of Arunachal Pradesh and neighbouring states. Tourists from Russia  were  also seen participating in the festival with jollity.

Apart from traditional song, dance and performance of rituals, the centre of attraction of this year festival was the introduction of many new traditional competitive activities like “NIME KAPNAM” “BAGE KAPNAM” traditional song which is to be sung by women only. Twelve personalities of Tagin community were felicitated on the occasion for their valuable contributions to the society since the existence of SI DONYI FESTIVAL.  Many sports and cultural competitions were also organized as a part of Si-Donyi since last November 2013.

SI DALO most popular folk dance of Tagin was one of the major attraction which was performed by more than one thousand women in the festival ground.

Meanwhile, Yania Baja Patum, founder of SI DALO and singer Yarum Batak were felicitated.

‘Bhetam nam nyitin doyee,’ a audio album was also released on the occasion by MLA Laeta Umbrey.

Speaking on the occasion, Umbrey said that Tagin community has made remarkable development in every sphere of life including in education arena.  Ameya Abyankar, District Magistrate, Delhi also participated in the festival as one of the dignitaries.

At Aalo, the Tagin community residing at Aalo township celebrated the Si-Donyi festival with religious fervour at Donyi Polo Dere complex today. The mass participation of Galo, Adi, Apatani, Assamese and Bokar Ramo cultural troupe in the festive occasion added colour to the festival and it presented a glimpse of unity in diversity.

Speaking on the occasion, West Siang Deputy Commissioner M K Sahoo said that tribal culture all over the world is mostly confined to love for nature and nature worship. The celebration of festival in this region is also a part of Indian culture where mother earth is regarded as a source of life and the Sun a source of strength. The rich culture not only portrays a distinct  identity of the tribal people but it promotes brotherhood and oneness among various  tribes also, he said adding it is important to pass on the age-old values  of tribal people to younger generation for its preservation and promotion.  

Col. G S Chundawat, Commandant 19 Grenadier Bogdo said that festivals and festivities that form integral part of the tribal culture always promote values that bind all strata of people. He assured any kind of help from Army side and gave away the prizes to the winners of games and sports, cultural competitions etc.

ZPM Kamba, Gedo Kato said that all tribal festival are  alike and associated with fertility cult and general well-being of the society and advocated a common festival for the state.

Earlier, T. Jeram, President SDFCC read out the Si-Donyi mythology and Tuter Nima, Secy. expressed his gratitude to one and all for making the festival a grand success. DIPRO

 

 

Refresher training for ASHA district trainers held

ITANAGAR, Jan 7: A five days refresher training of the ASHA District Trainers on module VI & VII (1st to 3rd phase) was held at the Conference Hall of Director Health Service, Naharlagun yesterday. It was organized by State Health Society, Naharlagun .

Addressing the  participants, Dr T.Taloh, Jt.DHS(FW), said that ASHA, which  is one of the most important components under NRHM programme, is the backbone of the health sector. He called upon the  district trainers to impart training to ASHA in their  respective district after successful completion of the training. Since ASHAs are playing the key role and working as the health activist at the grass root level, they are expected to create awareness, provide quality and appropriate service to the people of the state. Therefore,  ASHAs are to be properly trained and should be made aware of their roles and responsibilities.

Habung Lampung, Addl. MD (NRHM) while speaking  on the occasion, asked the trainers to be very attentive as they would be responsible for enhancing and improving the knowledge of the ASHAs at district level.

Dr. T. Taku, Nodal Officer (ASHA &Training) NRHM said training gives more insight and will help the trainers to carry forward knowledge and skills with them and further help to train the ASHAs. He also said the training has been organized to recapitulate the sessions of ASHA module 6th & 7th (1st Phase to 3rd Phase), in order to improve the quality of the training both at State and district level.

The training was also attended by the District Community Mobilizer, District trainers for ASHA, officers and officials of Mission Directorate, Naharlagun.

Long delay handicaps life of aspirants

Dear Editor,

It is disheartening to know that long delay in conducting APPSC mains exam has handicapped the career of many serious candidates. Many aspirants have taken study leave from their daily business and young aspirants have discontinued their further study and some have even postponed their marriage with a hope of cracking mains exam. Civil service is not evrything.There are lot many other areas where we need to try our luck. As some people has rightly said that matter of APPSC and rejected candidates is in the court and is no body's business to interfere on the issue ,therefore it is our appeal to APPSC not to come under any external pressure and conduct mains exams smoothly at the earliest.

Animal shelter is need of the hour

Dear Editor,

The news related to drive against stray animals in capital complex raises some questions in my mind. First of all whether concerned agencies that will carry out such drive have any animal shelter to keep and maintain these animals? If yes where is it? Whether sufficient feeding, water supply and health care facilities for these animals are available? If not, then where these animals will be sheltered after they are caught from streets. Before initiating such drive the authorities should look into all these issues which are more important for a newly developed state capital with a Municipality of its own.

Once again the demand for revocation of armed forces special power act (AFPSA) from Tirap, Changlang and Longding districts has resurfaced with People’s Party of Arunachal (PPA) demanding immediate scrapping of  the harsh law. The draconian AFPSA has been making life miserable for the people of NE states wherever it has been implemented. In Manipur noted activist Irom Sharmila is on a hunger strike since last 13 years demanding for removal of AFPSA.

In every sense AFPSA is inhuman and does not fit as law in today’s modern world. It gives undue power to the security forces which includes shooting and arresting any person on mere grounds of suspicion. In our state people of Tirap, Changlang and Longding districts which have been declared as disturbed areas are bearing brunt of AFPSA. Citizens often complain that security forces barges into houses even without following proper channel. They often humiliate citizen with their inhuman behavior. The security forces are very much aware that because of AFPSA they are untouchable and no law enforcing agencies can take action against them for violating basic human right. The government of India should understand the fact that AFPSA is doing more harm than reducing insurgency activities. Citizens who bore brunt of it are feeling alienated. Naturally they become anti-establishment due to suffering caused by security forces. Central government should immediately revoke AFPSA from whole NE region for the sake of peace loving citizens.
